WEB-DELTA Distance Knowledge Evaluation System of Water Transport Specialists

Purpose
"WEB-DELTA” system is intended for:
- on-line knowledge evaluation of water transport specialists;
- training for knowledge evaluation;
- providing information on tests results to interested organizations.
“WEB-DELTA” main advantages:
- Standard software and hardware means are used for organizing knowledge evaluation. No specific equipment required;
- Free centralized updating of tasks database;
- Possibility of observing test results by authorized users;
- Possibility of testing around the clock.
"Web-Delta" Users

Students are persons testing in “Examination” or "Training" mode.

Test Centers are organizations purchasing test packages and arranging the knowledge evaluation procedures with the use of their technical base.

Interested organizations are those concerned with receiving information on students test results.

Personnel - are persons responsible for system operation and tasks database support.
Test Centers may be:
- Staff Departments of Shipping companies,
- Crewing companies,
- Educational institutions,
- Maritime Qualifications Commissions of Sea Port Authority,
- other organizations.
“WEB-DELTA” Structure
KNOWLEDGE EVALUATION TECHNOLOGY
Testing of the students is carried out on the “WEB-DELTA” website with the use of specialized web-application, containing knowledge evaluation technology of “Delta-test” software complex. “Delta-test” software complex is approved by Federal Agency for Sea and Inland Water Transport.
Application is loaded in Web browser "Internet Explorer" after the student authorized and input the Test Code on the website.
Student gets a Test Code in a Test Center. Each Test Code corresponds to:

an unique test intended for knowledge evaluation of the certain category of specialists;

students operation mode - "Examination" or "Training".
Tasks Database is stored on a “WEB-DELTA” server and maintained by system owners.
Types of tasks
Students may be asked the following types of tasks:
“Switch box” – choice of the only right variant of answers from the ones offered;
“Checkbox” – choice of several right answers from the ones offered;
“Entry” – text inputting with the help of keyboard;
“Matching” – match making of two statements;
Answers may be accompanied by illustrations and animated files.
Tests are randomly composed by choice of fixed quantity of questions from the common database of answers.
At the end of testing a report on test results is formed automatically.
Student operation mode
- "Examination" mode: student is given a test with time limited, at the end of the testing procedure report on results is formed.

"Training" mode: student is given a test with time limited by a resourse provided by Test Canter, each tasks is accompanied by annotation to the rigt answer, links to the literature and regulatory documentation. Reports on test results are not formed.
After testing in “Examination” mode the second input of the same Test Code does not allow the student to pass the test again. Test Code for the “Training” mode may be used many times before the time resource expires.
Report on tests results
At the end of testing procedure after inputting the conformation code by a Test Center representative, the following types of reports are automatically formed:
1. "Summary"
2. "Complete"
3. "Answers"
4. "Mistakes"
Reports on tests results are stored in "Web-Delta" database and may be avaliable on request of the Test Center representatives and interested organizations. One can make a request with the use of the Test Code or name of the student.
Test purchasing
Test Center can purchase a package of tests from "Web-Delta" owners. Test Center personal account has a table of purchased tests and time resources for training.
