Many seafarers arrive from far away regions to pass qualification exams in a Maritime Port Administrations (MPA). The amount of time, spent on journey and procedure of knowledge evaluation occupies from several days to several weeks. The financial expenditures for the transport, hotel and meals are measured in hundreds or thousands of dollars. Thereby, the existing system, requiring person's presences for passing exams in Maritime Port Administrations, causes significant financial expenditures and waste of time. Undertaking the exit session of Maritime Port Administrations in regions is attended with huge financial difficulties.

The use of system based on the modern distance information technologies, allows:

• organizing qualifying examination of crewmembers in the remote representations of the State qualification commissions (SQC) of a Maritime Port Administration, created in cities where a plenty of seafarers lives,
  
• minimizing the seafarer's expenses and useless waste of time.

To solve the problems of financial difficulties and arrangements STORM has developed the system of distance qualifying examinations of water transport (SDQE), intended for passing the qualification exams in remote representations of SQC of MPA.

THE PURPOSE of the SDQE is to provide the possibility of the passing the qualification exams with minimum expenses. At the same time SDQE-based solution ensures all necessary measures of checking personal identification and confirming the correct way of passing the exams.
